DefenceMENA can independently confirm product-level evidence of ROKETSAN missiles, rockets or munitions in service or under contract in 14 countries outside Turkiye, across nine distinct products. The United Arab Emirates is ROKETSAN’s longest-standing export customer (122mm rockets since 2001), Malaysia is the only confirmed buyer of the ATMACA anti-ship missile, and the MAM-L smart micro munition — riding on Bayraktar TB2 drone sales rather than sold as a standalone system — has the widest spread, with seven confirmed operators from the Caucasus to the Sahel. ROKETSAN itself says it exports to nearly 50 countries; this page lists only what is independently verifiable at the product level, and explains the gap between the two figures.

Direct answer

ROKETSAN’s own public statements put its export reach at close to 50 countries, with export revenue approaching $1 billion in 2026. That figure, however, describes the company’s total customer relationships — spare parts, components, subsystems supplied to other primes, training, and finished systems combined — and ROKETSAN does not publish a country-by-country breakdown. DefenceMENA’s evidence standard requires a specific, sourced, product-level confirmation — an official statement, a contract notice, delivery imagery, or reputable defence-press reporting naming the actual missile or munition — before a country is counted as a confirmed operator. Measured that way, 14 countries outside Turkiye currently qualify, plus Turkiye’s own armed forces as the home-market user of nearly the entire catalogue. The list below will grow as more evidence becomes public; it is not a ceiling on ROKETSAN’s actual customer base, only on what can currently be verified.

ROKETSAN export footprint at a glance
Confirmed operators outside Turkiye (product-level evidence) 14: Malaysia, Azerbaijan, Ukraine, Indonesia, Kosovo, Nigeria, Libya, Morocco, Mali, Burkina Faso, Djibouti, Ethiopia, United Arab Emirates, Saudi Arabia
ROKETSAN’s own claimed export reach Nearly 50 countries (company statement, Al Jazeera, 16 Apr 2026)
Earliest confirmed export relationship United Arab Emirates, 122mm rockets/MCRL systems, since 2001
Most recent confirmed finding Saudi Arabia, cruise-missile and ATGM joint-production agreements with SAMI, announced World Defense Show, Feb 2026
Widest-spread single product MAM-L smart micro munition — 7 confirmed countries, all via Bayraktar TB2
Only confirmed ATMACA anti-ship missile export customer Malaysia (2026 contract, 24 missiles, EUR 79.5 million)
Selected but not yet delivered Indonesia — SUNGUR, named in an Aug 2024 government-to-government strategic agreement alongside CAKIR and MAM-L, no priced contract or delivery confirmed as of Oct 2026
Last verified 8 October 2026

Which countries have confirmed ROKETSAN systems in service or on order?

The table below lists every country, outside Turkiye, for which DefenceMENA has found specific product-level evidence — not merely a general Turkish-defence relationship or ownership of a compatible drone or helicopter. Each entry uses the RUMOURED / EVALUATED / PROPOSED / SELECTED / ORDERED / CONTRACTED / DELIVERED / OPERATIONAL status standard; see the FAQ below for what each term means.

For Turkiye’s own armed forces — ROKETSAN’s home-market user of MAM-L/MAM-C/MAM-T, KARAOK, SUNGUR, OMTAS and UMTAS/L-UMTAS, among others — see the product pages linked throughout this article. This table counts only confirmed export or foreign-contract relationships.

ROKETSAN’s export footprint by region

Africa (7 confirmed operators): Libya, Morocco, Mali, Burkina Faso, Djibouti and Ethiopia all carry the MAM-L smart micro munition on Bayraktar TB2 drones bought from Baykar, and Nigeria is the sole confirmed buyer of a ROKETSAN-made anti-tank missile (L-UMTAS) on the continent. No African state has yet confirmed ATMACA, SUNGUR, KARAOK or OMTAS. Full country-by-country detail, including platforms with no confirmed munition evidence, is on DefenceMENA’s ROKETSAN in Africa page.

Middle East and the Gulf (2 confirmed operators): The United Arab Emirates is ROKETSAN’s oldest export relationship, buying 122mm rockets since 2001 and becoming CIRIT’s first international customer in 2013 with local co-production. Saudi Arabia became a new CONTRACTED-level customer in February 2026 through joint-production agreements with state-owned SAMI for an unnamed cruise missile and ATGM. Qatar, Kuwait, Egypt and Oman have shown exhibition-level or delegation-level interest but no product-specific contract has been confirmed; Jordan has no evidence either way. See ROKETSAN in the Middle East for the full picture, including the Iraqi air-defence deal that press reports link to an unnamed Turkish company — not confirmed as ROKETSAN.

Asia-Pacific (2 confirmed/selected operators): Malaysia is ROKETSAN’s most diversified single customer outside the Gulf, with a DELIVERED KARAOK contract and a 2026 ATMACA contract for its new Littoral Mission Ships. Indonesia has selected SUNGUR under a 2024 government-to-government agreement, alongside CAKIR and MAM-L, but has no confirmed priced contract or delivery yet.

Europe and the South Caucasus (3 confirmed operators): Azerbaijan and Ukraine both operate the MAM-L smart micro munition on Bayraktar TB2s, documented in open-source reporting on the 2020 Nagorno-Karabakh war and the war in Ukraine respectively. Kosovo became a confirmed OMTAS anti-tank missile operator from a 2023 contract, with further shipments reported into 2026.

Which ROKETSAN products travel furthest?

Confirmed export spread by product
Product Mission Confirmed export countries
MAM-L Drone-launched smart micro munition 7: Azerbaijan, Ukraine, Libya, Morocco, Mali, Burkina Faso, Djibouti, Ethiopia
CIRIT / 122mm rockets Laser-guided rocket / unguided multiple rocket launcher 1: United Arab Emirates
KARAOK Man-portable anti-tank guided missile 1: Malaysia
OMTAS Medium-range anti-tank guided missile 1: Kosovo
L-UMTAS Long-range anti-tank guided missile, helicopter-launched 1: Nigeria
ATMACA Anti-ship missile 1: Malaysia
SUNGUR Short-range air defence missile 1 selected, not yet delivered: Indonesia
Cruise missile / ATGM (unnamed models) Precision strike / anti-tank, joint production 1: Saudi Arabia

The pattern is consistent: ROKETSAN’s widest reach comes from a lightweight munition that rides on someone else’s drone sale, while its larger standalone systems — ATMACA, SUNGUR, KARAOK — have so far landed one confirmed export customer each. Saudi Arabia and the UAE are the exception, buying or co-producing systems directly rather than as an add-on to a drone or helicopter purchase. ROKETSAN is also developing a submarine-launched variant of ATMACA, AKATA, which is not yet an export product; for Turkish-language technical background on that programme, see Envanter Medya’s explainer on the AKATA submarine-launched cruise missile.

Why does ROKETSAN claim nearly 50 export countries when this list shows 14?

The gap is a matter of evidence, not contradiction. ROKETSAN’s “nearly 50 countries” figure, reported by Al Jazeera in April 2026, likely includes subsystem and component supply to other primes (fuzes, rocket motors, guidance kits sold into third-party systems), training and technical-support relationships, and sales that have not been individually disclosed. DefenceMENA’s editorial standard only counts a country once there is specific, named-product evidence — an official statement, contract notice, delivery imagery, or reputable defence-press reporting citing officials. A country operating a Turkish-made drone or helicopter is not, by itself, evidence that it also operates the ROKETSAN munition that can be fitted to it; that distinction is why, for example, Niger and Chad operate Turkish drones but are not listed above as MAM-L operators.

Which countries are discussing or evaluating ROKETSAN systems, but are not yet confirmed?

  • Indonesia — SELECTED for SUNGUR (and reportedly CAKIR and MAM-L) under an August 2024 strategic agreement; no priced contract or delivery confirmed.
  • Qatar — MAM-series munitions displayed at a Doha exhibition; Qatar operates Turkish drones but no munition-specific contract has been found.
  • Kuwait — named among Gulf states showing renewed 2026 interest in HISAR-A+/HISAR-O+/SIPER-class air defence after regional drone and missile attacks; this is delegation-level interest, not a ROKETSAN contract specifically.
  • Egypt — KARAOK displayed at EDEX; no confirmed sale.
  • Oman — named only in general Turkish-Gulf defence-cooperation reporting, with no product-specific evidence found.
  • Iraq — a widely reported 2026 air-defence deal worth roughly $300 million was announced without naming the supplying Turkish company; despite HISAR being a plausible candidate, it is not attributed to ROKETSAN here, consistent with DefenceMENA’s evidence rules.

Frequently asked questions

How many countries use ROKETSAN systems?

ROKETSAN says it exports to nearly 50 countries (Al Jazeera, 16 April 2026). DefenceMENA can independently confirm product-level evidence — naming the specific missile or munition — in 14 countries outside Turkiye as of October 2026, across nine different products.

Which ROKETSAN product has the widest confirmed export footprint?

The MAM-L smart micro munition, confirmed in seven countries (Azerbaijan, Ukraine, Libya, Morocco, Mali, Burkina Faso, Djibouti, Ethiopia), all carried on Bayraktar TB2 drones bought separately from Baykar.

Which country was ROKETSAN’s first export customer?

The United Arab Emirates, which has bought 122mm rockets and multiple rocket launcher systems from ROKETSAN since 2001, with local co-production alongside Burkan Munition Systems.

Has ROKETSAN sold the ATMACA anti-ship missile outside Turkiye?

Yes, to one confirmed customer: Malaysia, under a 2026 contract for 24 missiles worth EUR 79.5 million, to arm the Royal Malaysian Navy’s Littoral Mission Ship Batch 2 vessels.

Is Indonesia a confirmed SUNGUR operator?

Not yet at a delivered or even a priced-contract level. Indonesia is SELECTED for SUNGUR under an August 2024 government-to-government strategic agreement that also named CAKIR and MAM-L, but no confirmed unit contract or delivery has been reported as of October 2026.

Where can I find full detail for Africa and the Middle East?

See DefenceMENA’s dedicated ROKETSAN in Africa and ROKETSAN in the Middle East pages for country-by-country narrative, including operators explicitly excluded for lack of evidence.
