Türkiye and Syria Draw Up Naval Cooperation Roadmap in Latakia
Türkiye’s Ministry of National Defence says a delegation of Turkish Naval Forces officers and ASFAT representatives visited Latakia to help build up the Syrian Navy. After on-site inspections, the ministry said, the two sides reached an understanding and drew up a cooperation roadmap.
Who Went to Latakia
The delegation included Rear Adm. Erdinç Yetkin, commander of the Istanbul Shipyard; Rear Adm. Timur Yılmaz, head of Naval Forces Logistics; Rear Adm. Yücel Darcan, commander of Naval Training and Education; and ASFAT, the Turkish shipbuilder.

What Is on the Table
Talks covered maintenance, repair and modernisation of ships, new construction, crew and team training, and upgrades to port infrastructure. The ministry framed the work as improving the technical and operational capacity of the Syrian Naval Forces Command.
No parties to the understanding, signed document, timeline or budget were disclosed. For defence buyers across the Middle East, the key signal is the package: refit, shipbuilding, training and port works offered together, which is how Turkish yards have increasingly pitched foreign navies.
