Muhoozi Says His Time as Uganda’s CDF Is Ending, Calls for UGX 2m Private Pay
Uganda’s Chief of Defence Forces, Gen. Muhoozi Kainerugaba, said on the night of 5–6 November 2026 that his time as CDF is “coming to an end” and that he will hand the office to “a qualified officer” in a few months. In follow-up posts he said he would remain in the military “at least for another year”, called for every Uganda People’s Defence Forces (UPDF) private to receive a basic salary of 2,000,000 Ugandan shillings in the next financial year, and did not name a successor.

What Muhoozi posted
On his official X account late on 5 November, Muhoozi wrote: “My time as CDF is coming to an end. I have accomplished all the tasks my God gave me. In a few months I will handover this office to a qualified officer. I shall dedicate my life to Christ after that.”
Hours later, on the morning of 6 November, he added three clarifications that matter for how the announcement is read:
- “Don’t worry I’m still around. At least for another year.”
- “The office of CDF requires the bravest lion in UPDF. Not a lamb. Not a diplomat. That is what I have tried to be in my time.”
- “My heroes have always been UPDF soldiers. We are struggling to improve their accommodation. But now as I prepare to leave the military, every UPDF private must be paid 2,000,000/- as his basic salary. This must start in the next financial year.”
Taken together, the posts describe a planned handover of the CDF post within months, not an immediate resignation from the UPDF. He has not published a date, a successor or a formal letter of retirement.
Salary call — proposal, not a confirmed budget line
The UGX 2 million basic-pay demand would be a large jump from figures discussed earlier in 2026. In April, Uganda’s Parliament was briefed that the Ministry of Defence and Veteran Affairs had agreed in principle to raise a private’s basic pay from about UGX 650,000 toward roughly UGX 816,280, with lawmakers also floating a longer-term UGX 1 million target — and that funding for the full step remained constrained for the 2026/27 year. Muhoozi’s new figure roughly doubles that earlier parliamentary benchmark. He did not say the Finance Ministry or Cabinet had approved the money, only that he wants the change in the next financial year.
In a separate morning post he claimed President Yoweri Museveni had “recently given [him] powers over the Ministry of Finance” and that the ministry “will give UPDF all the funds we need.” That claim has not been confirmed by State House, the Finance Ministry or a gazette notice in the reporting checked for this article. Treat it as an unverified personal assertion until official channels corroborate it.
Context: two years as CDF, and a tense autumn
Museveni appointed his son CDF on 21 March 2024, replacing Gen. Wilson Mbadi. Muhoozi formally took over days later at the 4th Division headquarters in Gulu. Before that he had commanded the Special Forces Command and Land Forces and served as Senior Presidential Advisor for Special Operations.
The announcement lands while the UPDF is still dealing with the fallout from the arrest of retired Lt. Gen. Peter Elwelu, a former Deputy CDF, in Soroti on 2 November. The army says Elwelu was planning “subversive activities” in Teso and that it seized 15 guns; his family denies a rebellion plot. Muhoozi had earlier ordered psychiatric evaluation before promotion to general and tied that order to the Elwelu manhunt. See Defence Mena’s earlier coverage: Elwelu’s arrest in Soroti and the psychiatric-test order.
Uganda also remains a major troop contributor to the African Union Support and Stabilisation Mission in Somalia (AUSSOM), even as Kampala has begun a phased drawdown announced earlier this year. A change at the top of the UPDF would therefore matter for both domestic command and regional deployments — but only after Museveni names, and Parliament or the service formally installs, a successor. That step has not happened.
What is confirmed — and what is not
- Confirmed: Muhoozi’s own public statements that he plans to leave the CDF office in a few months, remain in the military for at least another year, and wants UGX 2 million basic pay for privates next financial year.
- Not confirmed: a handover date, a named successor, formal retirement from the UPDF, Cabinet or Finance Ministry approval of the pay rise, or independent corroboration of his claim to new powers over the Finance Ministry.
Until State House or the UPDF publishes a transition plan, the safest reading is that Uganda’s army chief has signalled an intended CDF handover and a soldiers’-pay demand — not that the transition is already complete.
