Uganda’s Army Chief Orders Psychiatric Tests for Would-Be Generals as Hunt for Ex-Deputy Elwelu Goes On

Uganda’s Chief of Defence Forces, Gen. Muhoozi Kainerugaba, said on 29 October 2026 that officers will have to pass a psychiatric evaluation before promotion to general, and that all senior officers of the Uganda People’s Defence Forces (UPDF) will take annual fitness tests. He tied the order directly to the hunt for retired Lt. Gen. Peter Elwelu, a former Deputy Chief of Defence Forces whom he accuses of stockpiling weapons and calls a traitor. Elwelu had not been found by Thursday.
What Muhoozi announced
The order came in a post on Muhoozi’s X account on Thursday: “From now on before one is promoted to the rank of General in UPDF, they will undergo a psychiatric evaluation to determine if they are sane or not? We will not have another loony like Elweru. Also, from today all UPDF senior officers will take annual fitness tests.”
No UPDF directive, standards or start date for the psychiatric screening have been published. Watchdog Uganda noted that the post gave no detail on how the assessments would be run or overseen. For now it is a public instruction from the army chief, not a published regulation.
The Elwelu operation, day by day
| Date | What was reported | Source |
|---|---|---|
| Sun 25 Oct | Security personnel, some in uniform and some in civilian clothes, search Elwelu’s home at Awoja, Soroti District, and question his wife about his whereabouts. | Patricia Apolot, Elwelu’s wife, to New Vision |
| Tue 27 Oct (morning) | Muhoozi says Elwelu is “stripped of his ranks” and “demoted to Private”, and that more than 20 of Elwelu’s former soldiers have been arrested and are “co-operating well”. | Muhoozi on X, reported by Daily Monitor |
| Tue 27 Oct (afternoon) | Muhoozi says Special Forces recovered “a lot of arms and ammunition” from one of Elwelu’s homes in Teso and gives him “hours to surrender” before being declared a rebel. | Muhoozi on X, reported by ChimpReports and The Investigator |
| Thu 29 Oct | Muhoozi says more guns and ammunition were seized from several hiding places, Elwelu’s driver was arrested and the last vehicle he used, a Toyota Hilux pickup, was impounded. He thanks Teso residents for tip-offs, warns that anyone helping Elwelu will face “serious consequences” and says troops have been told to bring him in alive. | Muhoozi on X, reported by ChimpReports, Watchdog Uganda and Tuko |
The army chief posted photographs of assault rifles, ammunition and the pickup. The UPDF has not published how many weapons were recovered, named the detained soldiers, or announced charges against anyone, according to ChimpReports and The Tower Post. None of the claims have been independently verified.
The other side
Elwelu himself has not made a confirmed public statement. His wife, the kickboxer Patricia Apolot, told New Vision on 29 October that no weapons were found at the Soroti home, that the family had been kept indoors for days after the search, and that her husband left for Kampala two weeks earlier to pray. “My husband is innocent and cannot, even for a minute, think of starting a rebellion,” she said, as quoted by UG Standard. She said the soldiers who normally guard the house had been sent on leave before he left.
Can the army chief demote a general to private?
Ugandan media have questioned it. The Daily Monitor reported that under the UPDF Act, as amended in 2025, a commissioned officer cannot be reduced below substantive rank except by sentence of a competent military court confirmed by the High Command, and cannot be reduced to the non-commissioned ranks by an administrative order. The Monitor said the 27 October announcement “lacks formal backing from official military channels”. The UPDF has not published a court ruling or High Command decision on Elwelu’s rank.
Who is Peter Elwelu
Elwelu is a former Deputy Chief of Defence Forces and has been retired from active service. He commanded troops during the November 2016 assault on the Rwenzururu king’s palace in Kasese, in which more than 100 people were killed, and the Monitor notes that he was later sanctioned by the United States over that operation. Muhoozi, President Yoweri Museveni’s son, has led the UPDF since 2024.
Why it matters for the UPDF
The case against a former deputy army chief is being run largely through the army chief’s own social media posts rather than formal military statements. It comes while the UPDF keeps large commitments abroad, including the Battle Group 48 rotation to the African Union mission in Somalia (our report) and a planned exit from Somalia by August 2027 (withdrawal timeline). At home the force is also expanding its maintenance base, including the Russian-supplied repair depot at Magamaga (details).
What to watch next: whether Elwelu is detained or surrenders, whether charges go before a military court, and whether the psychiatric and fitness requirements appear in a written UPDF order.
